CITIZENS CHARTER

1. Assist and advise the Local Chief Executive or any appropriate supervisor in the development, formulation of policies, rules, and regulations in all areas of personnel management in accordance with Civil Service rules and laws.

2. Implement comprehensive and balanced personnel development program designed to raise the level of efficiency, effectiveness and morale of the personnel in the local government.

3. Establishment of a sound recruitment and selection system within the organization.

4. Administer the position classification and compensation system and other employee welfare program.

5. Assist the department heads in the development and implementation of performance standards evaluation systems and employee recognition programs.

6. Conduct exit interviews of retiring, resigning, transferring or separating employees from the agency to determine their suggestion and/or feedback on how to improve organizational productivity and performance.

7. Provides relevant inputs in the development and implementation of human resource training and development programs.

8. Establish a continuing employee suggestions and incentive and awards system for the improvement of employee performance and productivity.

9. Maintains a complete and up-to-date personnel information system.

10. Liaises with the Civil Service Commission.

11. Ensure the establishment, maintenance and disposal of agency’s 201/120 files.

12. Provides secretariat services to HR related committees and other assigned.
