DUTIES & FUNCTIONS
1. Procurement and Supply Management
Conducts procurement of goods, supplies, materials, and equipment in accordance with RA 9184 (Government Procurement Reform Act)
Prepares purchase requests, canvass, and bidding documents
Maintains stock inventory of supplies and materials
Issues supplies to offices based on approved requisitions
2. Property and Asset Management
Acts as Property Custodian of the LGU
Maintains records of all LGU-owned properties, including equipment and furniture
Conducts periodic physical inventory of properties
Tags and labels government properties
Recommends repair, transfer, condemnation, or disposal of unserviceable properties
3. Maintenance and Repair Services
Responsible for the repair and maintenance of:
LGU buildings and offices
Electrical, plumbing, and mechanical facilities
4. Warehousing and Storage
Operates and maintains the LGU warehouse and supply room
Ensures proper storage, security, and issuance of supplies and materials
Prevents loss, wastage, or pilferage of government supplies
5. Disposal of Unserviceable Properties
Prepares documentation for condemnation and disposal of obsolete or unserviceable items
Coordinates with the Disposal Committee and COA
Conducts public auction or other authorized modes of disposal
6. Records and Reports Preparation
Prepares and submits inventory reports to COA (e.g., RPCPPE, inventories of supplies)
Maintains files of property accountability and supply records
Assists in audit requirements and inspections
7. Support to LGU Operations
Provides logistical support for LGU activities, programs, and special events
Coordinates with other offices to ensure availability of supplies and equipment
8. Policy Implementation and Compliance
Implements COA, DBM, and procurement policies
Recommends internal policies to improve efficiency, transparency, and accountability

"The General Services Office (GSO) is one of the most important lifelines in our Municipality. It was formed under the Republic Act 7160 otherwise known as the Local Government Code of 1991, Title 5, Article 20, and Section 490. The core function of our office is to provide supply and procurement services to all LGU departments, to deliver basic services upon the provisions of adequate facilities that are available, to manage building and ground maintenance and to conduct inventory assignments of all LGU property, plant and equipment, motor vehicles and other machineries. Provides expertise in technical assistance and support to the Local Chief Executive in the implementation of measures to ensure the delivery of basic services. The GSO has been tasked in developing general services plans and strategies and implements the same upon the approval of the Municipal Mayor."

To manage the utilization of all LGU properties & equipment including supplies properly, to faithfully adhere to the policy, rules and regulations on ensuring efficiency, economy and effectiveness in the operations of the government.”
