CITIZENS CHARTER

"To provide framework for change which lays out the actions that have to be done in order to achieve sustainable municipal development.

i. Formulate measures for the consideration of the sanggunian and provide technical assistance and support to the Mayor in carrying out measures to ensure the deliver of services and provision of adequate facilities relative to environment and natural resources as provided in Rule V of the LGC.

ii. Develop plan and strategies on environment and natural services programs and projects and implement them upon approval of the mayor;

iii. Establish, maintain, protect and preserve communal forest, watersheds, tree parks, greenbelt, and seminar forest projects and commercial forest, like industrial tree farms and agro forestry projects;

iv. Provide extension services to beneficiaries of forest development projects and technical, financial, and infrastructure assistance;

v. Manage and maintain seed banksand produce seedlings for forest and tree parks;

vi. Provide extensions services to forest development projects and render assistance to natural resources related conversation and utilization activities consistent with ecological balance;

vii. Coordinate with government agencies ang NGO’s in the implementation of measures to prevent and control and air and water pollution with the assistance of the DENR;

viii. Be in the frontline of the delivery of services concerning the environment and natural resources, particularly in the renewal and rehabilitation of the environment during and in the aftermath of man-made and natural calamities and disasters;

ix. Recommend to the sanggunian and advise the governor or mayor, as the case maybe, on all matters relative to the protection, conservation, maximum, application of appropriate technology, and other matters related to environment and natural resources; and

x. Exercise such other powers and perform such other duties as may prescribes by the law or ordinance."

“As a management unit of the LGU on environment concerns, it shall endeavour and spearhead the advocacy, promotion, implementation and monitoring of all environmental related programs, projects, and activities in collaboration with BLGU’s, NGA’s, NGO’s, PO’s and the various stakeholders in order to have an effective, efficient and doable management of environment and natural resources in the municipality.”

2. Develop plans and strategies for environment and natural resources programs and projects and implement them upon approval thereof by the Mayor;

3. Establish maintain, protect and preserve communal forest, watershed, tree parks, mangroves, greenbelt and similar forest projects and commercial forest, like industrial tree farm and agro-forestry projects.

4. Provide extension services to the beneficiaries of forest development projects and render assistance to the natural resources of forest conservation and utilization activities consistent with ecological balance;

5. Coordinate with government agencies and NGOs in the implementation of measures to prevent and control land, air and water pollution with the assistance of the DENR.

6. Be in the frontline of the delivery of services concerning the environment and natural resources, particularly in the renewal and rehabilitation of the environment during and in the aftermath of manmade and natural calamities and disasters.

7. Recommend to the Sanggunian and advise the Local Chief Executive on all matters relative to the protection, conservation, maximum utilization, application of appropriate technology and other matters related to the environment and natural resources.
